We’re excited to announce that the Civil Service Conference has a new name:
Employee Relations for Public Safety Workshop
While the name has changed, the purpose remains the same: to provide valuable education and discussion on the most important issues facing civil and non-civil service fire and police departments.
You can expect:
- The same high-quality sessions you’ve come to rely on for civil service guidance and best practices.
- Expanded content addressing broader public safety and employee relations topics.
- Opportunities to network and learn from peers across both civil service and non–civil service environments.
We encourage all TMHRA members to share this announcement with colleagues and regular attendees so they can continue to benefit from this valuable program under its new name.
Location
All events will be held at the AC Hotel in Waco, TX located at 600 Mary Ave, Waco, TX 76701.
Attendee Registration
Online Registration only. On-site registration will not be available.
Registration Cost for members and non-members: $575
Sponsor Registration
All sponsor staff are required to register online prior to each event they will be attending. When completing your registration, please select the “sponsor comp” option to use complimentary registrations.
Set-up for booth spaces opens the day before the event starts. Specific set-up timelines, shipping/mailing information for booth items, and set-up locations will be provided to sponsors prior to each event.

Hotel Block Rooms: $185/night
Please be aware of housing poachers if contacted about booking hotel rooms for the 2026 TMHRA Employee Relations for Public Safety Workshop. The only TMHRA-endorsed hotel for this event is the AC Hotel in Waco. Please note we are NOT working with any other companies to provide housing. Enrollment and Payment
Registrations will be processed once payment is received. Enrollment for the workshop is limited to human resources professionals and management representatives from Texas municipal governments (for example, city manager’s office, city attorney’s office, civil service commissioners, human resources department, police chiefs, and fire chiefs). This workshop is not for police or fire association labor members.
Continuing Education Credit
An application has been submitted to the Society of Human Resource Management (SHRM) to become a certified provider. Until we received a decision, individuals may submit program information to their certifying agency to determine if CEU’s or other credits may be applied. TMHRA does not pre-certify sessions for credit.
Cancellation Policy
If you are registered and purchased social event guest tickets and cannot attend, we encourage you to send a substitute. If you cannot send a substitute, a $100 cancellation fee will be assessed if written cancellation is not received by January 15. No refunds will be issued after January 15.
Attire
The conference attire is casual so please dress for comfort. Be sure to bring a sweater or jacket to the sessions in the event the meeting rooms are cold.
